The most vital products of China’s industry are salt and iron. No matter who rules China, these resources will remain key to its health, and the finding and collection of either is a primary concern.

Iron ore from mining provides materials to build ploughs and other tools for agriculture, architectural structures and military weapons; any surplus can be traded.

The work is back breaking and dangerous, but where willing workers are scarce, convicted criminals can be pressed into service as punishment and atonement.
