Secretariat

An emperor can only act upon the information they are given, consulting myriad reports in order to best understand their realm. All reports from the provinces flow through the office of the secretariat, led by the Imperial Secretary, who has the power of censorship over all documents.

The secretary works within the imperial palace, dispatching clerks to the provinces to do the government's business. In this way, the secretary ensures that they have eyes and ears in every corner of the land.
